LASRRA Moves to Strengthen Unified Digital Identity System

The Lagos State Government has intensified efforts to strengthen a unified digital identity system aimed at improving data management, governance efficiency, and smart city development across the state.

Eko Hot News reports that the Ministry of Innovation, Science and Technology and the Lagos State Residents Registration Agency (LASRRA) reaffirmed their commitment to building a centralized identity database for improved public service delivery.

The renewed collaboration was discussed during a courtesy visit by officials of the Ministry of Innovation, Science and Technology to the LASRRA headquarters in Ikeja.

The delegation, led by Permanent Secretary Mr. Adeyinka Sorungbe, engaged LASRRA on strategies to deepen integration in digital identity management and enhance data-driven governance.

Mr. Sorungbe emphasized that LASRRA serves as the legally recognized identity management agency for Lagos State and should function as the central database for all Ministries, Departments, and Agencies.

He stressed the need to eliminate duplication of data systems across government institutions to improve efficiency, accuracy, and interoperability.

According to him, government digital solutions should be built around LASRRA’s infrastructure to strengthen coordination and ensure reliable resident data management.

He added that accurate identity systems are essential for effective governance, public safety, planning, and the success of Lagos State’s digital transformation agenda.

Sorungbe noted that integration with LASRRA’s database could significantly enhance services in taxation, healthcare enrollment, education management, security operations, and demographic planning.

He also highlighted the importance of continuous data updates, migration tracking, and improved civil registration systems, including death records, to support accurate planning and policy decisions.

In her presentation, LASRRA General Manager, Mrs. Bilikiss Adebiyi-Abiola, provided an update on the agency’s operations and digital infrastructure capacity.

She disclosed that LASRRA currently maintains a biometric database capable of accommodating over 20 million resident records across the state.

According to her, the agency operates both primary and backup data centers to ensure data security, system reliability, and uninterrupted service delivery.

Mrs. Adebiyi-Abiola also announced the introduction of Android-based handheld registration devices to expand field operations and improve enrollment coverage.

She explained that the mobile registration initiative will bring services closer to residents through community-based engagements across schools, Community Development Associations (CDAs), and Community Development Committees (CDCs).

The initiative is expected to reach at least one community meeting in every local government area within the year to boost enrollment figures.

Stakeholders at the meeting emphasized the importance of LASRRA’s database in supporting governance functions, including healthcare planning, taxation, education, social welfare, and urban development.

The discussions also focused on strengthening inter-agency integration with bodies such as the Lagos State Internal Revenue Service, healthcare institutions, educational agencies, and security organizations.

Officials highlighted the need for secure access management and strict oversight to protect the integrity of the state’s identity infrastructure.

The Ministry described LASRRA’s database as one of Lagos State’s most valuable digital assets, calling for enhanced protection and responsible data governance.

Both agencies reaffirmed their commitment to advancing a unified digital identity system that will support efficient service delivery and sustainable development in Lagos State.
