President Bola Tinubu has approved a comprehensive reform of the National Youth Service Corps (NYSC), unveiling a new framework designed to modernise the scheme and improve the overall experience of corps members across Nigeria.

Eko Hot News reports that the reforms introduce civilian operational leadership for the NYSC, while the military will continue to provide security support to corps members throughout their service year.

To facilitate the implementation of the changes, President Tinubu directed the Attorney-General of the Federation, Lateef Fagbemi, and the Minister of Youth Development, Ayodele Olawande, to amend the NYSC Act and other relevant regulations.

One of the major reforms is the introduction of a technology-driven mobilisation process aimed at making the call-up system more efficient, transparent, and accessible for prospective corps members.

The Federal Government also approved a risk-sensitive deployment strategy to improve the safety and welfare of participants during their national service.

The orientation programme will now run on a redesigned six-week curriculum with greater emphasis on leadership development, entrepreneurship, digital literacy, and specialised career pathways.

Officials said the revised orientation programme is intended to equip graduates with practical skills that will improve their employability and prepare them for today’s evolving job market.

The reform package also introduces skills-based primary assignments, ensuring corps members are posted to organisations that align with their academic qualifications and career aspirations.

Government officials believe the new approach will provide more meaningful work experience while supporting national productivity and workforce development.

The approved reforms establish a modern governance structure that places the day-to-day administration of the NYSC under civilian leadership while retaining military involvement in security operations.

The Federal Government also plans to introduce a national grading and certification system for orientation camps to improve accommodation, healthcare, training facilities, and overall service standards.

Authorities said the certification framework will encourage continuous improvement across all NYSC camps and promote consistency in service delivery nationwide.

Another notable reform is the replacement of the traditional Passing Out Parade with a graduation ceremony that reflects the evolving objectives of the national service programme.

In addition, corps members will receive a redesigned NYSC uniform intended to project professionalism, unity, and national pride.

The government explained that the reforms form part of broader efforts to reposition the NYSC as a stronger platform for leadership development, youth empowerment, national integration, and skills acquisition.

Education and youth development stakeholders have welcomed the reforms, particularly the increased focus on innovation, entrepreneurship, and digital competencies needed in the modern economy.

The proposed amendments to the NYSC Act will provide the legal backing required to fully implement the new operational framework across the country.

Policy analysts have described the changes as one of the most significant transformations in the history of the NYSC, reflecting the government’s commitment to strengthening the relevance of the scheme.

The Federal Government expressed confidence that the reforms will better prepare Nigerian graduates for future opportunities while enhancing the NYSC’s contribution to national development and human capital growth.
