 The Lagos State Government has signed a two-year Memorandum of Understanding (MoU) with the Institution of Public-Private Partnerships Hong Kong (IPPP HK) to strengthen global collaboration on Public-Private Partnership (PPP) initiatives.

Eko Hot News reports that the MoU was executed by the Lagos State Office of Public-Private Partnerships (OPPP) at the Hong Kong Convention and Exhibition Centre on the sidelines of the 19th Asian Financial Forum, held between January 26 and 27, 2026.

The agreement was signed during the high-level forum convened by the Hong Kong Trade Development Council (HKTDC), which brought together policymakers, investors, and infrastructure experts from across the world.

According to the Special Adviser to the Governor on PPP, Mrs Bukola Odoe, the MoU establishes a structured framework for institutional cooperation between Lagos State and PPP stakeholders within the Hong Kong Special Administrative Region.

She explained that the partnership is designed to advance PPP initiatives in areas of shared interest, with emphasis on technical collaboration, knowledge exchange, and access to international best practices.

The agreement is also expected to support the delivery of Lagos State’s THEMES Plus Agenda by strengthening investment-aligned partnerships and expanding Lagos’ global PPP network.

Mrs Odoe noted that the OPPP participated in the Asian Financial Forum as part of a wider United States delegation led by the Silicon Valley Prop Tech Association and its Chairperson, Ms Alina Aeby.

Engagements at the forum covered technology, real estate, and large-scale infrastructure development, providing Lagos State with opportunities to benchmark emerging global models and explore innovative financing options.

The Lagos State delegation to the MoU signing was led by Mrs. Bukola Odoe, while the IPPP HK delegation was led by its Chairman, Mr Francis Sootoo.

The Hong Kong Trade Development Council was represented at the signing ceremony by Mr Lawrence Chiu, underscoring the importance of the partnership to international investment stakeholders.

The MoU marks another strategic step in Lagos State’s efforts to attract global expertise, deepen private sector participation, and deliver sustainable infrastructure for economic growth.
