Lagos Launches SOP to Boost Social Services

The Lagos State Ministry of Youth and Social Development has launched a Standard Operating Procedure (SOP), training manual and guidance notes aimed at improving service delivery and strengthening operational standards across the Ministry.

Eko Hot News reports that the documents were introduced during a brief ceremony held at the Lagos State Secretariat as part of ongoing efforts to enhance efficiency within the social welfare and youth development system in Lagos State.

The initiative is designed to provide staff members with a structured framework that will guide their responsibilities and improve professional practices in delivering social services.

Officials explained that the documents were developed through collaboration between the Ministry and several development partners.

The partners include Centre for Women Health and Information (CEWHIN), Rule of Law and Anti-Corruption Programme (ROLAC), and International IDEA.

Speaking at the launch, the Honourable Commissioner for Youth and Social Development, Mobolaji Abubakre Ogunlende, emphasised the importance of having clear operational guidelines for staff members.

He noted that the Ministry handles a wide range of responsibilities relating to social welfare and youth development.

According to him, the new SOP will serve as an essential reference document for staff while carrying out their duties.

Ogunlende explained that the document will also support improved professionalism among social workers operating within the Ministry.

He added that the increasing complexity of social service delivery makes it necessary for staff to follow structured procedures and standards.

The Commissioner described the SOP as a timely initiative that will help streamline the Ministry’s business processes.

He also noted that the document would support consistent service delivery across departments and units within the Ministry.

According to Ogunlende, the framework will help ensure that services provided to residents are delivered in a coordinated and efficient manner.

Also speaking at the event, the Permanent Secretary of the Ministry, Toyin Oke-Osanyintolu, highlighted the importance of collaboration in developing the document.

She explained that the Ministry partnered with development organisations to ensure that the document reflects best practices in social welfare management.

Oke-Osanyintolu noted that staff members working in social welfare require clear guidelines to effectively support vulnerable individuals within the community.

She emphasised that the SOP will serve as an important tool in strengthening the capacity of personnel across the Ministry.

The Permanent Secretary also expressed appreciation to the development partners for supporting the initiative.

She acknowledged that previous efforts to produce such a document had not been successful over the past decade.

According to her, the collaboration with the partners helped bring the initiative to completion.

Representatives of the development partners also commended the Ministry for its commitment to improving service delivery.

Speaking on behalf of Rule of Law and Anti-Corruption Programme, the Coordinator, Ajibola Ijimakinwa, described the document as a valuable tool that will promote accountability and efficiency.

Similarly, the Senior Programmes Officer at Centre for Women Health and Information, Julia Afachung, expressed satisfaction with the collaboration.

She explained that the SOP will help establish uniform standards for social service delivery across the Ministry.

According to her, the framework will also contribute to improved service quality for residents who rely on social welfare programmes.

Officials noted that the initiative reflects the government’s commitment to strengthening institutional capacity within the social development sector.

They added that structured procedures will support better coordination among staff members and improve service outcomes.
