The Office of Transformation, Creativity, and Innovation (OTCI) has held its annual Service Charter Awards Ceremony, celebrating outstanding performance among Ministries, Departments, and Agencies (MDAs) in Lagos State.
Eko Hot News reports that the 2025 edition, themed “Service in Action: Recognising Excellence Across MDAs,” highlighted exceptional service delivery and innovation within the public sector.

Director-General of OTCI, Toyin Anjous-Ademuyiwa, noted that the renewed Service Charter framework aligns with the Ease of Doing Business initiative. She emphasised the need for greater transparency and improved customer experience across government institutions.
The DG stated that the awards recognise MDAs that have demonstrated commitment to efficient public service. She added that excellence in service delivery remains a key driver of a responsive and citizen-focused government.


Three agencies received top honours at the ceremony. The Lagos State Health Management Authority (LASHMA), the Land Bureau—which won two awards—and the Blood Transfusion Service were acknowledged for innovation and strong service delivery standards.

According to OTCI, the award-winning agencies have demonstrated that effective governance and customer-focused reforms can positively impact citizens and strengthen public trust.
The ceremony drew key stakeholders, including senior government officials, representatives of MDAs, and members of civil society, all of whom commended OTCI’s role in promoting service excellence.

OTCI reaffirmed its commitment to fostering accountability, continuous improvement, and innovation within the Lagos State Public Service.
