The exercise began on Friday, February 13, 2026, at the Lagos Chamber of Commerce and Industry (LCCI) Hall, Alausa, Ikeja, and will conclude on Monday, February 16, 2026.

He noted that competent staffing remains central to achieving universal health coverage.

Dr Mustafa explained that the Human Capital Opportunity for Prosperity and Equity – Primary Healthcare (HOPE–PHC) Project is designed to drive human capital development through structured capacity building, improved infrastructure, and enhanced healthcare services.

He urged the newly recruited officers to uphold professionalism, integrity, and dedication in their duties. According to him, frontline health workers represent the government and must demonstrate compassion, accountability, and strict adherence to Public Service Rules.

Participants received training on key areas, including an overview of LSPHCB operations, public service regulations, professional ethics, workplace conduct, and guidelines on further studies and conversion within the civil service.
