The Ministry of Establishments and Training has officially launched its Training Manual and Establishment Handbook, a major step aimed at strengthening capacity development and improving administrative efficiency across the Lagos State Public Service.
Eko Hot News reports that the two publications were unveiled by the Permanent Secretary of the Ministry, Mrs. Olubusola Abidakun, who described the manuals as essential reference documents for all Ministries, Departments, and Agencies (MDAs) within the state.
Mrs. Abidakun explained that the Training Manual provides a structured framework for staff development, capacity building, and continuous learning, while the Establishment Handbook outlines clear rules, procedures, and operational guidelines applicable throughout the public service.
She noted that the introduction of the manuals reflects the Ministry’s commitment to professionalism, accountability, and effective service delivery, adding that their implementation would help standardize administrative practices across MDAs.

The Permanent Secretary commended the various departments and officers involved in developing the publications, describing their efforts as a demonstration of teamwork and dedication to public sector reform.
She further urged all MDAs to adopt the manuals as practical working tools in their daily operations, stressing that consistent application would enhance discipline, efficiency, and responsiveness in government service delivery.
According to Mrs. Abidakun, the Training Manual and Establishment Handbook are expected to support a more coordinated approach to human resource management, promote best practices, and improve institutional performance within the public service.
The launch event underscored the Lagos State Government’s ongoing drive to modernize governance structures and strengthen institutional capacity through policy clarity, training, and operational excellence.
