Lagos State Deputy Governor, Dr Kadiri Obafemi Hamzat, has called for more accurate, seamless and comprehensive data reporting to properly reflect the scale of the state’s investments in human capital development.
Eko Hot News reports that Hamzat made the call during the Lagos State Human Capital Development (HCD) 2.0 Core Working Group meeting and validation of the HCD 2.0 report held at the Deputy Governor’s Conference Room in Alausa, Ikeja.
The Deputy Governor, who chairs the HCD 2.0 Core Working Group, said Lagos has recorded measurable progress across critical sectors, including health, education, social welfare, skills acquisition and economic empowerment.
He noted, however, that many interventions remain inadequately captured within existing data frameworks, leading to underreporting of the state’s achievements.

Hamzat specifically referenced workforce training and livelihood support programmes implemented through the Ministry of Women Affairs and Poverty Alleviation (WAPA), saying thousands of beneficiaries empowered with employable skills and tools are often missing from official data.
According to him, the validation exercise is aimed at closing data gaps, strengthening verification processes and improving the credibility of the HCD 2.0 Strategy.
He also identified the informal sector as a major blind spot, stressing that large volumes of relevant human capital data remain uncaptured despite the sector’s importance to Lagos’ economy.

Earlier, the Special Adviser to the Governor on Sustainable Development Goals (SDGs), Dr Oreoluwa Finnih, described the meeting as a key milestone in aligning Lagos State’s development agenda around its people.
Finnih said Lagos must now measure progress beyond physical infrastructure, placing greater emphasis on human capital quality, productivity and resilience.
She explained that the HCD 2.0 Strategy was designed to place people at the centre of governance, with a strong focus on education, healthcare, skills development and workforce competitiveness.

Finnih added that sustained technical engagements and cross-sector collaboration among Ministries, Departments and Agencies have improved coordination and evidence-based policymaking.
She noted that the strategy aligns with the Lagos State Development Plan 2052, THEMES Plus Agenda, National HCD 2.0 Framework and the Sustainable Development Goals.
Describing the report validation as a transition from planning to execution, she said the document will guide policy decisions, resource allocation and performance management across government.
