Lagos State has launched the automation of its Indigene Certificate as part of efforts to enhance transparency, speed, and public service efficiency.

Eko Hot News reports that the initiative, championed by the Ministry of Special Duties and Intergovernmental Relations, marks a major shift from the old paper-based system to a secure, fully digital DIGITAL INDIGENE CERTIFICATION process designed to curb fraud, simplify verification and improve service delivery.

The expanded stakeholders’ forum, themed “Lagos State Indigene Certificate Automation: A Step Towards Modernisation,” brought together key government institutions to review best practices for the new digital framework.

In his keynote address, Commissioner for Special Duties and Intergovernmental Relations, Mr. Olugbenga Oyerinde—represented by Mrs. Olufunmilayo Sokunbi—described the automation as a transformative step toward faster, fairer and more accountable public services. He noted that the digital platform strengthens data security, enables online tracking, improves accessibility and promotes inclusivity, reflecting Governor Babajide Sanwo-Olu’s commitment to innovation and citizen-centred governance.

Chairman of the Lagos State House of Assembly Committee on Special Duties and Intergovernmental Relations, Hon. (Dr.) Olawale Age-Suleiman, commended the ministry for driving a reform that supports accurate identification of genuine Lagos indigenes. He urged traditional rulers and community leaders to ensure strict verification to curb false claims during employment and empowerment opportunities.

Lagos Advances DIGITAL INDIGENE CERTIFICATION

Permanent Secretary of the Ministry, Mr. Sesan Ogundeji—represented by Director of Administration and HR, Mr. Olawale Aguda—explained that the digital shift addresses rising demand for the certificate across education, employment and other sectors. Institutions such as LASU, LASUSTECH and LASUED now require the certificate for admission.

A presentation by Qista Technologies showcased the proposed Naturalisation Management System, featuring secure QR-coded certificates, cryptographic authentication, AI-powered screening, multi-factor login, seamless payment integration and real-time dashboards for monitoring applications across LGs and MDAs. The company assured stakeholders of strong data protection, role-based access and full audit trails.

An implementation roadmap and impact indicators were presented to ensure a smooth roll out, reduce fraudulent claims and safeguard the cultural heritage of Lagos State.
